الدوال مفتوحة إذا ما هو الاشكال

I can actually see that it is enabled when I check the PHP information. However due to the fact that Iconv is dependent on POSIX capabilities on the system, and POSIX capability is disabled for security reasons, that may be why the checks fail. This is done due in part to the fact that POSIX functions are regularly used in shell scripts to get information on the system. As the script you have linked is Zend encoded, it is difficult to know how the checks is being done.
